The terrastar unlock on a 6500 is free. Newer ones should have the unlock automatically. The 6500 now comes with a one year demo subscription to -L for free, but after the demo it is a subscription, albeit a cheaper one, than -C

edit:
clarification: terrastar-L is a free unlock. terrastar-C is not

Both are subscription services, but new 6500's come with a promotional free year of -L
