Well they have never been used that way, maybe they were not designed that way, but I bet if needed to be used that way it could be done rather quickly.
If we are truly in an emergency, clip power wires. A couple hours with a torch and or saw, and signs are history. Even small overpasses could be yanked out. They built runways in the jungle quickly, I bet converting an interstate right of way would be a cakewalk.
