I would think a clerks spouse paying the bill would kinda muddy things up.

Clearly the township will be paying interest for paying the bill late; if not they should be pulled into court like anyone else and forced to pay interest. That should be standard procedure, they fine and charge for anyone else paying late.

So, step in and pay the bill, then who gets the interest? Would look poorly maybe, govt employee's spouse trying to profit from interest payments....

Towman seems to have a good path.
