I've never really thought about it before, but my dad and brothers used to saw grooves in concrete streets all the time to install sensor loops for traffic signals.  It might not be all that difficult to put heat in an existing floor if the area wasn't too large.  It would take some time, but it might be feasible if you really wanted to.  At least you wouldn't have to worry about hitting the heating tubes while you were sawing :)
