thunderhut - Would it be a bad idea to fill floor with gravel up to the tops of the cross beams and put cement with in floor heat on top?
Bad idea? Not necessarily.  Good idea?  Not necessarily.  I wouldn't leave the cross beams in place, I'd remove them first.  As has been mentioned you want to insulate under and around the concrete first.  Let me toss another idea out.  Consider putting pex down and heating the floor. I'm betting a 30 gallon water heater and a pump would do one room.  You could put it in the basement and run to it.
