Are you tearing out the old flooring then putting down the gravel, & cement with floor heat? If so I would want to put insulation between the gravel & cement to keep heat from going down. Would also want to insulate the inner foundation walls. What about putting closed cell foam insulation on the foundation walls & then put cement board over the existing subfloor with electrical grid heat on top of that then new flooring. Our old farm house has a dirt crawl space not much deeper than yours. Several years ago I had the interior foundation walls sprayed with foam and the dirt covered with plastic to hold down any radon gas. Really made a difference in heating the house. In the kitchen & bathroom we had electric grid hat installed over cement board then porcelain tile put down. Have heat sensors in the floor or can set thermostats to read temp at mid room level. Makes for a nice warm floor to walk on barefooted. Also have hot water heat throughout the whole house with kitchen & bath on a separate thermostat for supplemental heat in really cold weather but it rarely turns on in the kitchen & bath.
