Based on my old house experience, that is a bad idea.
You don’t want the wood in contact with dirt, gravel.
For raising the floor, you would take 2x12 and sister them alongside the current floor joists.
You would level the floor as you go. You can also insulate and then Add 3/4 or 1 inch sub floor and then you could do what you want with floor heat.
They make a wood flooring type of sub floor that you run tubes in.
