That's because you are pulling everything off, more then likely in early summer, then the ground gets baked.
The hardest ground I ever see is silage and hay ground, a ton more heavy equipment going over most of the field. If those were killed off or grazed and allowed to build the soil that would change over time.

Your obviously doing this for income so I'm not saying your doing it wrong, but it's the complete opposite of what cover crops are tying to accomplish.
