There have been a few years when it seems that the clover will overtake the wheat. Not necessarily because the wheat is too thin.
Had 80+ bu wheat with clover over the heads. Sprayed with reglone , waited a week and combined with no trouble. Clover re grows again and had a tremendous cover crop.
