You do have your brake controller turned as high as it will go for testing, right?

Might take it around the block riding the brakes pretty good. If you didn't replace the drum, it takes some time for the brake surfaces to wear a little and make good contact. Also make sure brake is properly adjusted, on trailer brakes like that we had to set them with a noticeable drag to get good response.


Yes, the brake controller is all the way up. I don't think it's a problem with the pads or magnet needing to be seated. We had weak or no brakes on this wheel before we replaced the backing plate, shoes, and magnet.
