Southern Alberta Canada		I wouldn't worry about voltage drop if the other three brakes are working fine. Fix the one that's not working and address the voltage drop later.

You have an open circuit to the fourth brake, I'd address that first. It may be shorting as well.

Make sure you plug all the holes you are making with your probe or you will have a whole load of electrical issues later on.
