not sure about the fuel pressure, as i don't have a gauge on mine, but that seams like a pretty good drop.  boost is low compaired to what i run, mine will run 22 to 25 psi with my foot in it.  would check fuel and air filters first, easy to change and make a big difference.  when my fuel filters get older, i can tell on the boost gauge, as i won't get full boost.
