I don't see the issue with a hydrostat tractor and tiller.
I use a 33 hp Kubota hydrostat and a 72" tiller in turkey barns all the time. Lots of turkey barns in the area and almost everyone uses a hydro tractor. The litter is deep and gets hard. Keep the air filter and radiator clean and no problems.
