Food is essential and would hit the poor the hardest because they spend a higher percentage of the income on food. Now, luxury items such as alcoholic beverages and cigarettes should be taxed.
I don't have the answer but I think income tax is the best way. the more you make the more you pay and the more you make the better the ability to pay. Property taxes don't work very well because on farmland you can lose money on a crop and have no income at all from that property but still have to pay tax on it. Property tax does not reflect ability to pay.
