Find the heaviest tractor you have. Add a blade on the front. Add as much cast or concrete weight as possible. Even add fluid to the tires (I hate fluid). Don't worry about tire size. Make a long wedge and push thin layers (6" or less). With a great operator, you will have a great pack. I put my best two operators on the silage pit packing. One of the most important parts of silage.
