Local county health department might have some info or advise or the local dog/cat pound. Or your favorite veterinarian. You will need to keep track of the cat to determine whether it is infected with rabies. Rabies shots are not fun, but the disease is worse. I suspect it is just an ornery feral cat that should be avoided or disposed of.
