I believe it takes optimum rain + optimum fertility to make good crops. We have some guys around here who plant wheat fencerow to fencerow year after year and never fertilize. In good years when people who fertilized are cutting 50 bushel wheat they are making 25. That ends the discussion for me right there. To be fair though, in a drought it really doesn't matter.
