Around here if you got the ground plowed, then when you stop renting it, you are expected to plow it. If you got it unplowed, you don't need to plow it.
Also why should the previous tenant give a rats azz about you cousinit?? As long as he had his crop off before his lease was up that is all that matters to him. After that everything else (crop residue, plowing, etc.) is your "baby".
