If it is a boundary line I would have called him first if I was cutting trees. This keeps a lot of hard feeling down and promotes good will. If the answers are always negative then it gets easier to confront him about the crop damage. If neighbors are neighbors then things are easy to deal with. I myself, like most farmers get upset when someone tells me what I need to do.
