I have several nieghbors that are sort of lazy when clearing tree line brush. Mostly if I have brush bothering me I just take care of it myself. If it's a bigger tree with the trunk on the other side I may just trim off what's bothering my side. I try to take care off brush when it's smaller, makes less work. I've started using Tordon on the stubs to kill the roots so you won't get grow back.

As far as the drift issue, you need to contact nieghbor right away. Take pictures.

Luckily I get along with all my neighbors and feel if I do my share they will start to do theirs. Sometimes that works with some guys but not with all. I'm afraid your neighbor is one of the latter.
