That is the gist of the series of posts from mikenesd. He has documented the differences of covered and uncovered soils during the early growing season. To answer the question, soil covered with crop residue will be cooler and wetter at planting time. We reduce this problem by killing the grasses when they are small, often 4+ weeks before planting. the adverse effects of the residue is greatly reduced with this strategy, and further reduced with a good row cleaner.
