When you reassemble be extra sure the diaphragms are put in correctly. If one is upside down it will leak and that can be easy to do. Do the coils have any hint of a burn mark on them? If so they could be damaged and on the verge of dieing. Hook a charger to each valve to see how they operate. Each solenoid should pull 2.5 amps. It should open with a firm and loud click, nothing mushy in any way. Push on the valve stem cover at the bottom of the valve to check for movement. It should move easily. Besides shining up the armature shafts see if there is anything restricting the range of movement. Check the ground wire at it's connections as well as along the wire for any breakage or fray. If they are fused, see if there is any corrosion in the fuse holders or on the fuses.
