I would do 2" styrofoam on the inside of the wall then do your 2x4 stud wall inside of that with batt insulation and a vapor barrier topped with drywall. That is what I am going to do in our basement and on the floor I will use 3/4" styrofoam on top of the concrete and 3/4" tongue and groove plywood on top of that.
