In my opinion, an undisturbed air filter should never fail (as in rupture and send dirt into the engine). On the other hand, one that gets pulled out every day and beat up against the side of the tire, and/or blown out with 120 PSI of air pressure, well could fail. This is why I recommend leaving the filters alone until the restriction gauge says it's time.
