Because those cute little lambs will be next, then pork and beef. The organization behind this bill is the Humane Society of the United States (no association with local humane societies). Their goal is the elimination of meat from the human diet. They have eight full-time lobbyists on the hill. They are like PETA only organised and with much more money.

They are trying to get an animal welfare title put into the farm bill that tells you how you have to raise your cattle. They are behind the gestation crate ban in Arizona (Colorado is likely their next target). They don't want downer hogs that are fine an hour later to be slaughtered (likely 1% of total hogs).

Its a slippery slope.

As far as the horse slaughter ban, it would likely decrease the value of a horse by about $300 on average. It would cost horse owners in the state of Iowa approximately $23 million. That doesn't include the increase in disposal expenses.
