My conclusion isn't really the same as Phil's although I agree with him in theory. In practicality, it is difficult to predict the weather like you say. We get our nitrogen on when we can. It has been done now for awhile for us. For us, this year there was no danger of having too many tillers. Things turned cold right after planting and the wheat has not grown much. We put all of our nitrogen on last fall soon after drilling.
