It’s entirely possible they have a quota to fill and he doesn’t meet the “correct criteria”. If there are several positions open, after their quota is filled, then they will start looking at who’s actually qualified. Then he might hear something back. This scenario is especially likely if any of jobs he’s applying for are with any part of the govt.
