The carbs have to be low enough to lower insulin secretion by the pancreas. Without low insulin levels, the body can not burn body fat. Insulin forces it to store the fat and not release already stored fat.

Going from 300 grams carbs a day of the SAD (standard American diet) to 100 or 120 grams is not going to cut it for fat weight loss. It might be perfectly fine for a person already at the desired weight, but insulin is not going to drop enough to become fat adapted and initiate fat weight loss to any great degree.
