99 F450 are all steel tanks, not plastic. Around 06,07 or 08 is when plastic was introduced.
I would not be worried about welding and causing an explosion. Fuel vapor + oxygen = explosion. There is not enough oxygen in the fuel tank to explode even if a hole is created. Any time welding look for materials which are flammable. A source of fire is more likely.
