Re-read it.
He said "I built a new headache rack and want to install it. Can I weld it onto the bed or am I risking an explosion from the gas tank? I will be welding on the top part of the bed with a stick welder.
So I would take it to mean right behind the cab, on top of the flatbed, at the front (more or less above the gas tank).
