Water softener system in the building? That's the first place I check if someone has high water usage and most of the time it's the problem. I know you said you checked toilets but did you replace any "guts"? They can leak by without knowing it. I agree with another poster that said have someone watch the meter and someone else start turning valves to isolate areas. Is the meter in the building or in a pit outside? If it's in a pit is there a valve inside the building to cut off everything and isolate the service line from the meter to the building? Do you have a way to look into or listen to the sewer/septic line to see if water is running down it constantly? That would help point to a fixture in the building leaking by. Slow leaks are definitely frustrating, they take time and patience to figure out.
