Not sure if you don't understand or can't read but the key to this is

1) what the term non-tactical means

2) what studying a sustainability plan means.

3) understanding what advantages of less moving parts, lower operational temps, and quieter equipment might mean for tactecle advantages.

Not sure many can begin to grasp what the fighting vehicle of the future might look like.
