I am assuming that this is a cummins engine as the Deutz shuts off fuel with the throttle cable (no solenoid i believe). I would also make sure you have a good cab relay that is not sticking keeping power to fuel solenoid, but that would also be showing some "ghost power to other circuits. Also check the key switch start position and and relay used to apply power to the starter and fuel solenoid.
