for years before we got our big production mills we used the Retsel. We liked them well enough to have bought five of them, gave three of them to our children and two for ourselves. The Retsel Mill is very well made in the USA and is not cheap but you'd never wear it out. Suggest the one with stainless steel grinding burrs.

The best vendor in the country for small grain mills is Pleasant Hill Grain in Nebraska. They have a big selection including the Country Living Grain Mill. I met the owner of that company at a grain nerd function in Tacoma, good guy really cares about quality. You can buy his mills from many places, I'd go with Pleasant Hill Grain.

Check out the selections there and read reviews. Well they all have suspiciously wonderful reviews but check them out.
Least expensive is hard to do but once you start milling the grain you grew and making things out of it you won't go back.
