Yes and no. Two gates were froze. They could have opened the others more, but allowing the water over first to make sure they could open all the gates when the major discharge was needed was the intent.
On the flip side, I agree there's no reason they couldn't have made room for more water earlier. They've done studies the last few years about the capacity that Lewis & Clark has lost in large part from sand from the Niobrara. Some think dredging may be needed to preserve the effectiveness of the dam. This flood event sure didn't help things.
