Columbus,MI | Von,
No moisture, just cool and dark, no air circulation. I usually fluff them every few days. The top will start to dry out and turn yellow as the bulb consumes the sugar/carbs. As for planting need to have the ground worked up pretty nice and flat. If you are going conventional you can put down treflan and work in. We had good luck putting treflan down working in, letting the area sit 3-5 days then work the top inch or so again then planting into that will give a very clean stand. Organic is tougher, we have been working the ground, flame weeding, lay paper mulch then plant through that. Either way we plant 4 rows to a 30 inch wide bed. For row covering, it is easier than you might think. We bought chain link fence wire the 9 gauge from TSC and cut 6ft length to use as the hoops. Row covers you can get the fabic, which only help keep the frost off or buy plastic and cover it that way. I like the plastic and row cover. Pull the row cover off during the day and put back on at night. I open each end of the plastic during the day to help vent some heat and humidity. Only keep this set up for a few weeks before the temps stabilize. If you want talk shot me an email and we can talk live.
