Mtvan, I agree with kooiker. I believe your bigger ? is to finish the basement or not? Yes kooiker you do have to go below the frost line, well in central mn anyway, so its just a few more coarses of block to double your space, only reason not to in my mind is a high water table where you may have a very damp basement.
