Most of the letters are sorted when the get to the local usps. However, some are not in an effort to get mail to the final destination quicker. Things like magazines are route sorted by the list given the publisher. But some are sent to the wrong post office and are corrected and resent, so those have to be sorted also. Also the larger/odd size envelopes do not fit through the sorting machines. Add to that..the carriers are the final filter for people who have moved, so they have to know who lives where and with who(can be a real learning experience in remembering who moved in with who after the divorce) , so have to know kids names also, and if they have moved out. Add to that, rural routes often include lots of curving, winding, and dead end roads, so addresses do not necessarily run down one road and up the next. Those blue signs at the end of the driveway are good for the current 911 address, but a lot of people forget to update when their 911 address changes, so you may have 2 or even three addresses for the same house.

Edit: I work part time at usps. Usually have 2000+ pieces of mail for about 400 boxes. About 2/3 of that comes in presorted bundles. However the magazines are sorted separately from the letters, so I have to put them all together in the customers box.
