There is no excuse for it. It is just poor HR practice. I've had it happen to me. Made it through three rounds of interviews and down to the final three candidates out of over 500 applicants. Nobody could find the time to send a short courtesy email to the two of us that were unsuccessful. Don't let him get discouraged by it...move on to the next one.
