As to the options you listed, if I decided I wanted to be in the market, I believe I'd dollar cost in at this point, considering many factors.
I agree that PE-10 is at a troubling level. If you were concerned enough to sit on the sidelines for a while, Vanguard's Money Market Prime is paying 2.09%.
I don't quite understand the need for a target date fund at your (our) age, but I'm also not sure what target date you're considering.
A popular fund for our age group needing to supplement SS is Vanguard's Wellesley fund. You might consider that. Or, if you wanted a bit higher stock allocation, have a look at the sister fund Wellington. Hard to go too wrong with either.
