your chart is interesting,but doesn't the spike up from 5.20 to 6.50 make a change of trend?looking back is easy but at the time of the report it looks to me that there was an uptrend.RJ was right about the size of the increase,the 70 million extra was added to carryover after they really tried to push useage higher to temper the effect of the report.
