I think what Rough & Ready may be asking is the fairly benign question: "If corn isn't exported to Mexico by railroad but exported by ship to some other customer instead will our port system be able to handle the extra volume in a timely manner". To answer that question someone could go back through the weekly export reports where the volume through the different routes are detailed and see whether the volume thru the Mexico rail link ever exceeds the excess capacity of the the other routes. Given the fact that a good deal of the rail traffic originates in Iowa, there certainly is the possibility that at peak periods there will be an extra load through the Gulf.
