To threaten an embargo on food could be interpreted as an act of war. In fact, I almost think you would need to declare war with Mexico before any commercial interest would do such a thing. You might be able to declare a quota if you could justify it by a shortage in the US but there isn't a shortage. The Russians declared an embargo against imported European foodstuffs but that punished it's own population.
In any event a corn embargo against Mexico would simply guarantee the importation of South American corn unless you were willing to blockade Mexican ports. By then it would be war. so we have went from tariff to embargo now? Please provide a source. |
