It's 36 months after last chemical application maybe your certifying agency is different. 2016 April last chem application then on April 2019 you can certify organic. I know someone who has done this on lots of acres last couple years bur again everyone's rules maybe different to the op it might be worth checking different certifiers rules

This is correct. example 1:
May 1 2016: burn down a field and plant conventional IP soybeans. Assuming no other chemical is applied after, the GROUND will be organic May 1 2019. You could have planted wheat in the fall of 2018 and the crop would be certified organic when you harvest in July 2019.

Example 2: ground that has been in CRP for 36 months with no chemical can be organic immediately
