Tillage is an option then. I'll give you a rough idea of how you might keep weeds at bay. Cover crops are your friend.

Moldboard plow now and drill a pea or pea/buckwheat cover now. Then you can disk or plow the cover under and drill wheat in Sept or you can let the cover winter kill and plant soys or corn in the spring.... Both those crops will require at least one cultivation but not too bad. Your planter and cultivator must be the same number of rows and spacing. Broadcast potash in the fall.
