No - you have no responsibility to keep someone else's cows in.

Technically it's the other landowners responsibility to maintain the fence.

If I remember right some county's opted out of the new fence law meaning - both landowners are responsible for the right half of the "shared" fence. But in most of the state the landowner with livestock is responsible for 100% of the fence.

It sounds like your the kind of guy I like to share a fence with, I'd suggest having a talk with all the landowners and the guy that owns the cows see if you can't get a plan to fix the problem.

I'd also explain to the guy with the cows that shutting your gate definitely isn't a long term fix.
