My own experience with my homemade workaround with the motor control is starting to come back to me but not completely. I believe my problem was that valve response 2 was being used when the rate was close but not good enough. Valve response 2 has a maximum value of 50% as I recall. Even at 50%, the value was too short to affect the motor control. I believe I needed to reduce the Threshold number to a small value so that the output pulse was "longer".

I think this would be the case in your situation as well. I'm guessing with a more normal Threshold value that the output bump is not "long enough" to get the relay to engage. Once it is engaged it would stay engaged since the output is being backfed to the input.
