A couple of points. The distance from central Mato Grasso to Parangua in the south is the same or even a little shorter than from Mato Grasso to the mouth of the Amazon. A direct route north to the River would cut road time but then that would put the route directly thought the Amazon rain forrest. Also from this website http://www.sea-distances.org/. The mouth of the Amazon is still 800 to 900 nautical miles further to the Panama Canal than is NOLA to the Canal. These reason are likely why the railroad route directly west to the Pacific Ocean was being considerd and planned.

Edit: just playing around with that link and it looks like it is shorter to go from Paranagua to Fuzhou, China than it is from belem(mouth of Amazon) to Fuzhou. Not familiar where most beans are imported to in China, but it looks like Paranagua is actually shorter time wise at least to that port.
