I have a couple more thoughts.

Recognize that the English language concerning the way words sound vs how they are spelling sometimes makes no sense at all. You may have already done this, but it would acknowledge the fact that sometimes it really is hard to understand why something is spelled the way it is.

Does he have focus related issues? Could this stem from a focus problem so it is hard for him to concentrate at something that is hard? My mom found with my youngest sister that if my sister drank something with a caffeine (half a can of Coke for example) she was better able to concentrate on harder school work at home. Caffeine is a stimulate so I guess helped with her focus for that reason.

It sounds like you and your wife have done your research and are on it. From my experience when tutoring, if the parents were on it and understood the struggles and constantly worked with the child, it would eventually work out.
