I would start with some precision sampling. Find out what you've got and where it is. My guess would be Lime as #1. Get your pH to 6.5-7. Next look at potash. Lots of Phos generally put out every year but little potash (can help with drought year) if needed.

Rotation will be key also, esp. with no/min till. I know this could be a challenge esp in western ok.
